These metal discs where made by Chocolate manufacturer Motta for distribution to children. These were made in dedication to the Peruvian success of qualifying to the 1970 Mexico World Cup. These discs were included in packets of chocolates or candies. Below you can see the official advertisement of the set.
Here we can also see the official posters and wrappers of the candies that included the metal discs inside of them.
Using the poster, we can confirm that this set was issued in 1969 because it congratulates the Peruvian national team on going to Mexico 70, which was confirmed in August of 1969. The discs could also be traded in for toys, bikes, footballs, and dolls. This may be a contributing reason for the rarity of these items.
This set also features another Cubillas rookie
